Before founding Twelve Mile Immigration Consulting, Paul Kelly spent more than a decade working in international education — teaching ESL, designing curricula, advising students, and working across institutions in Canada, the UK, and beyond. That background isn't just a biography footnote: it shapes every client conversation.
Working directly with international students — understanding the pressures they face, the systems they're navigating, and what's genuinely at stake when something goes wrong — gave Paul a perspective that purely administrative immigration consulting doesn't. He knows the student experience from the inside.
"I've seen firsthand what happens when students get the wrong immigration advice — missed semesters, refused permits, panic-applying weeks before a deadline. I wanted to build something that actually served them properly."
Paul holds the RCIC designation — Regulated Canadian Immigration Consultant — granted by the College of Immigration and Citizenship Consultants (CICC). Only RCICs and lawyers are legally authorised to give paid immigration advice and represent clients before IRCC in Canada.
Unlike unlicensed "ghost consultants" — who operate illegally and put clients' applications at serious risk — Paul is professionally accountable, carries professional liability insurance, and must meet ongoing continuing education requirements to maintain his designation.

Twelve Mile focuses on a defined set of immigration services: study permits, PGWPs, Express Entry, OINP, family class sponsorship, and visitors. That focus is deliberate. Immigration law is complex, and the standard of advice in any area of law is directly tied to how deeply the practitioner knows it.
